In July 1937, the Marco Polo Bridge Incident triggered the Second Sino-Japanese War. Although Japan itself had not yet experienced strategic bombing, military planners already understood that future wars would be fought from the air. Factories, power plants, transportation networks, and industrial facilities would become primary targets. Drawing upon his experience as a military engineer and former military attaché in Germany, Ogura introduced many of the latest European concepts of industrial air defense to Japanese engineers and factory managers. One of the most fascinating aspects of this publication is its extensive documentation of. German factory air raid protection. It contains numerous photographs and diagrams showing underground shelters, gas-proof rooms, decontamination facilities, emergency hospitals, factory evacuation systems, bomb damage analysis, and comparisons of international air forces.These illustrations demonstrate how closely the Imperial Japanese Army studied German industrial defense long before the Pacific War. Ogura himself was not an ordinary officer. A graduate of the Engineering Department of Tokyo Imperial University, he specialized in military engineering, served in Germany, later became a Major General, and ultimately achieved the rank of Lieutenant General. This booklet therefore represents the work of one of Japan's leading military engineering specialists during the pre-war period.
