From research I presume this to be a VTG WWII Ike Dress Jacket 36R uniform top. E-8 FSGT Patch, 7th Army (Seven Steps To Hell), 1st Army with red artillery insert, honorable discharged ruptured duck, 3 bullion overseas service bars.
