During World War II, with the rise of the Army Air Forces, a series of aviation badges were introduced. One of these ratings the Technical Observer first appeared in the uniform regulations in 1940, but weren't accepted until 1942.
They were intended to be worn by more senior pilots/commanders who had the ability to observer various technical aspects of flying and combat. Typically senior pilots/observers (not specifically piloting planes or acting as combat observers) who would serve as "consultants" or oversight roles during various technical aspects of flight missions. It would be unlikely (although not impossible) that these flyers would be overseas participating in combat, but more likely stateside working with various components of the USAAF flight missions within the overall purview of the AAF command and training.
